The project of industrial restructuring becomes a reality

Preparation of the theoretical base will be over in 2010 and practical realization of the project “Elaboration and realization of Bashkortostan’s industrial policy restructuring” begins. The normative-legislative base is formed, the base of the future clusters is to the fore and the budget funding is appropriated.

Ministry of industry and external economic relations RB and Ministry of economics and technologies of Germany are involved in the project. The German experts M-r Kurt Hornshield and M-r Carl-Heinz Clinger stay in Bashkortostan this week. In the course of several previous days they were taking part in the meetings of the workgroups on establishment of the clusters. The final meeting of the experts of both parties – Bashkortostan and Germany – has taken place in Ministry of industry and external economic relations today. The meeting was headed by the first deputy Minister of industry and external economic relations RB Robert Vagapov.

Both parties are satisfied with the work carried through. According to M-r Hornshield the cluster managers will be invited from Germany for consultations when the formation of the clusters in different branches of industry begins. The prior directions were outlined at the previous meetings of the workgroups. The experts were discussing the prospects of the clusters in sphere of woodworking, machine-building, power-engineering and tourism.

The mechanism of the cluster establishment presumes integration of separate enterprises into the branch holdings and the idea of such integration is construction of the efficient system for control over the processes and minimization of expenses.

“Cluster is the generally acknowledged international name of either horizontal or vertical holdings” – Robert Vagapov explained in his interview to the news-agency “Bashinform” – “For instance the woodworking cluster has to combine the companies, busy with timber cutting, the companies, specializing in forest regeneration, woodworking enterprises etc. Cluster means the exact structure first of all. When people are united into such scheme, many questions can be solved with fewer losses. Every enterprise has its own economists, lawyers, marketing specialists, motor transport service etc. Within the frames of one cluster all these functions will be centralized, i.e. the expenses are minimized. In 2010 we start turning the project into practice and we add the experience of Germany and other countries to our arsenal in order not to avoid the invention of a bicycle again. I can’t say in the result we’ll invent something new because the matter is optimization of the structure of our economics first of all”.
