Assistance to job placement is the main social task in 2010

Situation in the regional labor market is found under control and remains rather stable in a whole. Nonetheless the crisis isn’t over yet and its main index – the index of population employment still indicates that not everything favorable in our economics and it means that in 2010 assistance to population job placement will be the task of top priority for Republican authorities. The work balance in this direction in 2009 and the tasks in 2010 were under discussion at the meeting of the coordination committee on assistance to population job placement, headed by its chairman – the deputy Prime-Minister of Government RB, Minister of labor and population social protection RB Fidus Yamaltdinov.

The number of unemployed citizens has decreased from 49,7 thousand in March 2009 to 43,9 thousand in January 2010. For the same period the level of registered unemployment reduced from 2,5 to 2,1%. The coefficient of intenseness in the labor market also diminished from 5,2 to 3,6. In 2009 the state spent for financial aid to people, left without a job, more. In January the maximal amount of a dole was increased up to 5635 rubles (taking the Ural coefficient into account). The amount of the subventions, allocated to the Republic from the federal exchequer for social payments to unemployed people, grew up thrice: 503 million rubles was spent in 2008 and almost 1,5 billion in 2009. In a whole the subventions, meant for realization of the program on assistance to population job placement made one billion 982 million rubles according to M-r Yamaltdinov.

“In 2010 600 million rubles will be appropriated for realization of the program of additional measures on lowering the intenseness in the labor market”- the Vice-Premier reported – “561 million – from the federal budget and 39 million – from the Republican one”.

“1159 citizens have received financial aid for organization of their own business and everyone received 58,8 thousand rubles and other 35 people received 100 thousand rubles each for organization of their business activity with preliminary introduction of their business-plans” – Fidus Yamaltdinov said – “But for our Republic these figures are too low and we have a chance to increase them 10 times”.

Members of the coordination committee discussed the main constituents of state policy in sphere of population job placement. It was stated that the efficiency of work of Bashkir officials in this sphere would be estimated by the level of job placement and by the number of unemployed. By the end of the year the number of unemployed citizens mustn’t exceed 40,5 thousand.
