Measures of small business support to be strengthened in 2010

The increase of the number of small business enterprises is considered the most important factor for provision of economic upsurge during the post-crisis period and for that the state small business support program in 2010 and the list of state support arrangements were essentially corrected. At that the focus will be shifted to the production sector and support of innovational activity – this is one of the statements of the Russian Government’s anti-crisis program-2010. Thus, the program of crediting for small enterprises, started in 2009 on the base of “The Russian Development Bank”, and the mechanism of the warranty funds for small and medium business crediting will start working at full swing this year. Small business will receive at least 100 billion rubles of credits through the banks-partners and at least 80 billion rubles – through the mechanism of the warranty funds.

As it is stated in the document, small business will be actively involved in realization of the energy-saving programs. The system of control and supervision over the activity of small and medium business will be perfected further in 2010. Special attention will be paid to the custom and tax control and to activity of the law-enforcement bodies with regards to small business.

It should be mentioned that the Republican small and medium business undertakings development program is incarnated in Republic of Bashkortostan every year. In accordance with this program almost 1800 new workplaces have been opened in 2009 just by one of the program’s directions – the “start-up” direction. More than 116 million rubles have been spent for support of local businessmen at the initial stage of business development.
