Bashkortostan shared experience on wide IT introduction

In the future all state authorities will be connected with the unified information system and there will be no need both for legal and natural persons to beet the thresholds of different departments on various and often insignificant occasions. One will be able to solve practically any question staying at home. Integration and informatization will penetrate in all branches of the state authority system and all state structures are involved in this process. The federal center plays coordinating role and the main scope of works is imposed on the regions.

The all-Russian video-conference, held under chairmanship of the deputy Chairman of Russian Government Sergey Sobyanin, has taken place today. Bashkortostan was introduced by the Prime-Minister of Government RB Rail Sarbaev and his first deputy, Minister of finances RB Airat Gaskarov.

The main thing the authorities are working over now is services for population and legal persons in electronic form and the main goal is making these services available for everybody, thus making the state machinery closer to people, more transparent and understandable, removing the unnecessary links. Besides, beginning from 2011 the law will prohibit state authorities to inquire the data, available in any departmental databases. It means the state structures have to launch data exchange and to refuse from paper documents circulation completely.

In opinion of Russian Minister of economic development Elvira Nabiullina introduction of online services will become a powerful factor for opposing corruption.

Special methodical recommendations are prepared for Russian regions but in different regions this work has different intenseness. The conference considered the progressive experience of three Russian regions, which was recognized expedient to apply to the whole country. Thus, Republic of Bashkortostan is interesting for the rest of Russia for its experience of launching the electronic card and rendering state services.

According to the Prime-Minister of Government RB Rail Sarbaev our Republic runs this work during eight years.

For today Bashkortostan possesses all basic elements for introduction of electronic services: the state authority’s portal, the site of state services, the portal of state purchases, the regional certification center, the system of interdepartmental information interaction, the multifunctional center, information booths and the electronic card.

The social cards, similar to the cards, used in our Republic, are available in other Russian regions and the universal character of the Bashkir card is its main advantage. All citizens of Bashkortostan are the potential users of this system. Social card RB represents the multifunctional personal plastic card. Per se this is the personal electronic key to the information about its holder’s data – the data, available in the departmental databases.

The pilot project was tested on the territory of nine regions and towns RB and more than 150 citizens RB became its participants. By the end of the next year this system will be introduced on the whole territory RB. Social card are distributed free and the costs on their manufacturing and usage are recouped by the participants of the project within the frames of state-private partnership. This mechanism allowed minimizing the budget expenses on realization of the project, which made just about 30 million rubles.

The social card RB has seven applications for today: social, medical, transport, tax, pension, discount and bank applications.

The concept of the project is that it allows working with all departmental databases, providing high data protection level. Besides, the system helps to control distribution and usage of budget means.
