Permissions of Russian regions on preparations for all-Russian population census are widened

The federal law “The all-Russian population census” is altered and the altered law precisely describes the rights and obligations of the authority, the local self-government and the persons, engaged in collection of the data, and guarantees the rights of the persons, subject to the census, and confidentiality of the information obtained.

The Bashkir State Statistics Committee reports the law transfers a part of the permissions to the Russian regions on preparations for the census. In particular, the executive power bodies have to provide the census workers with the protected apartments, equipped with furniture and means of communication and with necessary transport vehicles. All these arrangements will be financed by the federal budget in the form of subventions. There are certain changes concerning collection of the information. Besides, the notion “household” appeared in the new law. These are the people, living together and providing themselves with all necessary livelihood or one person, living alone in one apartment and providing himself with all necessary livelihood self-dependently. Household is considered one unit of observation during the census and at that not only relatives can be the members of the household. The order of the data collection concerning national identity is widened with the information about migration and employment.

The introduced amendments will allow receiving maximally reliable information about population both in municipal formations and Russian regions.
