“BASHPHARMACIA” charged prices for medicines

The Control-Accounting Chamber RB has checked to what extent the usage of budget means by the state unitary enterprise “BASHPHARMACIA” was efficient and goal-oriented in 2007-2008 and for the expired period of time in 2009. The auditors disclosed numerous facts of violations in pricing for medicines.

The state unitary enterprise “BASHPHARMACIA” is engaged in wholesale and retail trade of medicines, selling medical preparations through its own network.

The deliveries of medicines for supply of pensioners and other categories of citizens at cut prices and sales of medicines to medical institutions made the lion’s share of the enterprise’s wholesale trade turnover. Before January 2009 the maximal wholesale extra charge in the Republic made 25% and the retail one – 40%. After that the maximal wholesale extra charge was fixed at the rate of 20% and the maximal retail extra charge – at the rate of 35% (without VAT). In spite of all that the rate of the extra charge, applied by the enterprise towards the medical care institutions RB, financed by the Republican budget, made up to 600% instead of the maximal 25%.

By the facts of the violations disclosed the administrative fine at the rate of 50 thousand rubles is imposed on the state unitary enterprise “BASHPHARMACIA” and the materials are sent to the law-enforcement bodies RB.
