Ravil Ibatullin shared the experience of low building in Bashkortostan at media-forum of “United Russia”

The problem of low-building development in Russia was raised at the XI congress of “United Russia”. As the Chairman of Russian Government Vladimir Putin said, “comfortable, energy-saving and ecological houses, including low houses too, should take the place of the obsolete concrete boxes. Per se we need the program of mass and cheap low building in the country. Now its share in the overall building volume makes about 5% and we have to make it equal to 25%”.In opinion of the Premier development of building industry, introduction of new building technologies, parceling and formation of necessary infrastructure are the key questions here.

The Minister of building, architecture and transport RB Ravil Ibatullin told about realization of the program “My Own House” in Bashkortostan at one of the section meetings of the media-forum, held on the eve of the congress.

The Republican program “Development of low house building in Republic of Bashkortostan “My Own House” in 2007-2010” was approved by Bashkir Government in December 2007. Special decrees were approved later. One of the decrees provided the free parceling to those citizens, who were registered as being in need of housing. The second decree widened the circle of people, who had the right for free parceling – young families, not registered as being in need of housing, people, living in communal flats, in hostels etc.

In accordance with the program engineering services and social objects on the sites of the mass low-building are erected at the expense of the Republican budget. The Government RB renders financial aid to the participants of the program “My Own House”: allocates money advances at the rate of 300 thousand rubles for the term of five years and under 8% of interest per annum. In 2009 200 million rubles have been transferred to the authorized capital stock of the House-Building Fund RB for that. This housing is really available in the Republic: the self-cost of one square meter makes 12-15 thousand rubles.

At present time three building sites are developed near Ufa and Government RB intends to spread the positive experience on low mass house-building on the whole territory of Bashkortostan.

Ravil Ibatullin has expressed assurance that the successful experience of the Republic can be considered as an important social innovation and may be recommended for the usage in other Russian regions.
