Lilia Gumerova, Chairman of the Committee of the Federation Council of the Federal Assembly of the Russian Federation for Science, Education, and Culture, noted at the third Art-Kurultai forum that federal law on the entire state financing of the production and distribution of feature films for children and youth will be adopted at the end of March.
“I would like to recall a significant cultural event that took place at the end of January at the Moscow Cinema House, where the presentation of the animated film "Northern Cupids", created by the Ufa studio "Fly" together with the film studio "Bashkortostan" with the support of Radiy Khabirov, was held with great success. The talented team told the story of the Bashkir warriors who participated in the Russo-Swedish War of 1788 and the Patriotic War of 1812 in a brilliant, exciting, and modern way.
Radiy Khabirov rightly noted that the film "Northern Cupids" is an excellent tool for patriotic education. In this cartoon, history comes to life, and children feel their involvement in the events of bygone days and folk traditions and sincerely worry about the characters. After watching, the children will desire to read some works, get acquainted with the history, and go to the museum. And we hope that the law on children's films will become an effective tool,” the senator said.
Lilia Gumerova believes solving infrastructure problems is essential- building and repairing cultural institutions and equipping them with the necessary tools and equipment. But at the same time, the main question is who will work in them, especially in small towns and rural areas. The shortage of professional personnel today is more than 14 thousand people, which will increase with new facilities' commissioning.
“At the same time, the repeatedly raised issue related to financing the “Zemsky Worker of Culture” program has not yet been decided nationally. Our committee is working on this issue with the Russian government, the Ministry of Culture, and the Russian Ministry of Finance. And we hope that the Zemsky Worker of Culture program at the federal level will still work. Here, in Bashkortostan, thanks to the support of Radiy Khabirov, such a program is successfully working. A representative of the republic told about this in the Federation Council at a meeting of Valentina Ivanovna Matvienko with village workers. We are leaders in this matter. The experience of Bashkortostan, I am sure, will be extended to the whole country,” said Lilia Gumerova.
